SALARY: GS-07: $25,501 Annual Base Salary, ($12.22 per hour), locality
pay
for this duty location is 5.87%, adjusted annual salary will be $26,998
($12.94 per hour). GS-09: $31,195 Annual Base Salary, ($14.95 per
hour),

DUTY LOCATION: White River National Forest, Supervisor's Office, 900
Grand
Avenue, Glenwood Springs, Colorado.

promotion procedures through vacancy announcement R215-006-00G. Only

position will be filled.
PROMOTION POTENTIAL: The target level of this position is GS-09. If
the
position is filled at the GS-07 level, the incumbent may be promoted to
the
target grade without further competition, based upon meeting OPM's
Qualification Standards for GS Posit
ions, time-in-grade, training, and satisfactory performance.
MAJOR DUTIES: At the full performance level the incumbent of this
position is
responsible for the inventory, evaluation, and advice on cultural
resource
management, including determination of effects of projects on cultural
resources and recommends mit
igation. This includes providing advice on identification and
management of
cultural resources; designing inventory strategies as part of the land
use
planning process; organizing, supervising, or directly performing
inventory of
areas; reviews archeol
ogical reports; determines eligibility of historical properties for the
National Register of Historic Places; provides cultural resource
management
orientation; interprets cultural resources; and develops contract
specifications for cultural resource wo
rk and acts as a Contracting Officers Representative or inspector on
these
contracts.
QUALIFICATION REQUIRED: Applicants must meet qualification requirements
specified in the Office of Personnel Management's Qualification
Standards
Handbook for the 0193 series at the GS-05 or GS-07 level. This handbook
can
be found in any Federal gover
nment personnel office or on-line at www.opm.gov/qualifications.
Specifically qualifications are:
A. 1. Successful completion of a Bachelor's degree: that included three
semester hours each in the following course areas: History of
archeology;
Archeology of a major geographical area such as North America or Africa;
Regional archeology, archeologic
al cultures, or sites in a specific part or portion of a major
geographical
area to acquire or develop a foundation for regional specialization for
professional development; Theory and methods of archeology (methods
include,
but are not limited to, typo
logy, classification, sampling, cultural evolution, diffusion, dating,
and
analytical techniques); and Archeological field school, to provide a
basic
understanding of theoretical and practical approaches to research design
implementation, field preserva
tion techniques, and report preparation by participation in actual field
work.
AND six semester hours of related course work in: geography, geology,
or
cultural geography; history, historiography, or historical archeology;
environm!
!
ental studies; scientific writing (nonfiction English composition);
and/or
surveying; AND Archeological field school.
OR
2. Successful completion of a Bachelor's degree in a related
curriculum
such as anthropology (with emphasis on ethnology, physical anthropology,
or
scientific linguistics), history, American studies, or a related
discipline
may be accepted as satis
fying in full the educational requirements, provided the curriculum
supplied
academic course work sufficiently similar to the requirements in A.1
(including archeological field school).
OR
Four years of archeological work experience that demonstrated a thorough
knowledge of the fundamental principles and theories of professional
archeology. The work experience must have included archeology field
experience, which may include that gained i
n an archeological field school. Field experience should have included a
combination of professional experience in archeological survey,
excavation,
laboratory analysis, and preparation of written materials. Applicants
with
such field experience should,
after additional experience under the direction of a higher grade
archeologist, be able to demonstrate the ability to be a crew chief,
directing
the work of others at a single location as a part of a larger
archeological
project.
IN ADDITION TO THE ABOVE REQUIREMENTS, APPLICANTS FOR THE GS-07 LEVEL
MUST
ALSO:
A. Have at least one year of specialized experience at least equivalent
to
the GS-05 level.
OR
B. Have one years of progressively higher level graduate education.
OR
C. Have Superior Academic Achievement.
IN ADDITION TO THE ABOVE REQUIREMENTS, APPLICANTS FOR THE GS-09 LEVEL
MUST
ALSO:
A. Have at least one year of specialized experience at least equivalent
to
the GS-07 level.
OR
B. Have two years of progressively higher level graduate education
leading to
a master's degree or a master's or equivalent graduate degree.
Specialized experience is experience that equipped the applicant with
the
particular knowledge, skills, and abilities to perform successfully the
duties
of the position and that is typically in or related to the work of the
position to be filled. Appli
cants who have the 1 year of appropriate specialized experience, are not
required to have general experience, education above the high school
level, or
any additional specialized experience to meet the minimum qualification
requirements.
Graduate education must demonstrate the knowledge, skills, and abilities
necessary to do the work of the position to receive credit.
Superior Academic Achievement may be used to qualify for the GS-07 level
for
persons who have completed (or expect to complete within 9 months) all
the
requirements for a bachelor's degree from and accredited college or
university. Superior Academic Ac
hievement may be based upon class standing, grade-point average or honor
society membership. To be based upon class standing the applicant must
be in
the upper third of the graduating class in the college, university, or
major
subdivision, such as the
College of Liberal Arts or the School of Business administration, based
on
completed courses. To be based upon grade point average applicants must
have
a grade-point average of 3.0 or higher out of a possible 4.0 as recorded
on
their official transcrip
t or as computed based on 4 years of education or as computed based on
courses
completed during the final 2 years of the curriculum; or 3.5 or higher
out of
a possible 4.0 based on the average of the required courses completed in

e major field or the required courses in the major field completed
during the
final 2 years of the curriculum. To be based on membership in a
national
scholastic honor society the honor society should be listed in the
Association
of College Honor Socie
ties: Booklet of Information (1992-95) and/or Baird's Manual of

College Fraternities (1991). Membership in a freshman honor society
cannot be
used to met the requirements of this provision.
Combinations of successfully completed post-high school education and
experience may be used to meet requirements.
