I am seeking an experienced architectural surveyor Team Lead for the following requirement. This is a direct quote from the statement of work on an upcoming contract:
Architecture: Surveyors will conduct representative exterior documentation (photographs and notes that meet SHPO standards for evaluation of resources) on all resources. Complete the survey in accordance with Section 110 of the NHPA, as well as the Guidelines for Conducting History/Architecture Surveys in Ohio, the Guidelines for the Recordation of Architectural Resources for the Ohio Historic Inventory in I-Form, and the I-Form User Guide.
Interior documentation may be necessary to confirm the integrity of previously surveyed resources. In addition to exterior and select interior photographs, minimal landscape and streetscape views will be included. The survey will note fixed objects (including static aircraft displays and memorials) or any other feature the surveyor considers relevant in text, but not necessarily as a separately recorded resource. Please follow accepted practices and SHPO guidelines on how best to capture resources in forms and the report. Resources included in previous cultural resources surveys will require analysis to note changes from previously recorded information. The contractor will note each resource’s defining characteristics and alterations, and describe how all resources are physically grouped on the site. Background research will be utilized to inform the fieldwork’s analysis of significant characteristics and physical integrity. The contractor will review previous surveys related to the reserve centers, particularly a 2004 architectural and archaeological studies by the firm Hardy-Heck-Moore, Inc., and will incorporate the information, and recommendations of these surveys, as appropriate. Any gaps noted in the reserve centers’ historic context will be researched and included in the report to aid the evaluation of significance.
The overall goal of the architectural portion of the project is to prepare credible evaluations of National Register eligibility in order to obtain concurrence from SHPOs. Using the standards described in the National Register Bulletin How to Apply the National Register Criteria for Evaluation, other appropriate guidance from the United States Department of the Interior and the SHPOs, and the data gathered from the inventory process, the contractor will apply National Register significance and integrity criteria to evaluate the NOSC Columbus resources. This evaluation will make clear recommendations regarding resources’ National Register-eligibility, either individually or as a district.
